The Academic Staff Union of Universities (ASUU) has raised serious concerns over the selective payment of various components of the salary package contained in its agreement with the government.
The components include the Consolidated Academic and Research Allowance (CARA), Earned Academic Allowance (EAA), Professorial Allowance (PA), and responsibility allowance.
According to the union, the momentum generated by the January 14, 2026, unveiling of the ASUU/Federal Government agreement is waning due to the government’s failure to inaugurate the Implementation Monitoring Committee (IMC).
The committee is expected to facilitate the implementation of the agreement, shield the process from bureaucratic bottlenecks, and guide its strategic actualisation.
Speaking during a press conference held at Yuli Campus in Bauchi on Wednesday, the Bauchi Zonal Coordinator of ASUU, Comrade Namo Timothy Aku, noted that only two or three universities have so far implemented the allowances.
ASUU lamented that many other universities have yet to commence implementation because both the federal and state governments have not released the required funds.
“The union further observed that some state governments argue that the agreement is solely between the Federal Government and ASUU, despite the fact that both federal and state governments participated in the process that culminated in the signing of the tripartite agreement.
The union, however, commended two state-owned universities, Sa’adu Zungur University and Ekiti State University, for leading in the implementation of the agreement. ASUU called on other universities to emulate them in order to avoid industrial disharmony.
ASUU also expressed concern over what it described as the distorted implementation of the proposed National Research Council (NRC), another key component of the 2025 FGN-ASUU Agreement on the National Research and Innovation Development Fund (NRIDF).
The union frowned at the Federal Government’s unilateral decision to establish the National Research and Innovation Development Fund (NRIDF), announced by the Minister of Education, Maruf Tunji Alausa, on April 7, 2026, without reference to the FGN/ASUU agreement.
Other issues raised by the union include outstanding staff welfare concerns, abandonment of retired colleagues, and what it described as objectionable policy pronouncements in the education sector.
These include the mother tongue policy, transnational education, funding discrepancies, academic data privacy, the scrapping of “irrelevant” courses, irregular appointments, and the alleged land takeover at Federal University of Technology, Minna, Niger State.
Institutions under the ASUU Bauchi Zone include: University of Jos, Gombe State University, Plateau State University, Federal University Kashere, Abubakar Tafawa Balewa University, Sa’adu Zungur University, and the newly established Federal University of Education, Pankshin.
