Nigeria to Host ECOWAS Brown Card Zonal Meeting in 2026


The Nigerian National Bureau of the ECOWAS Brown Card Insurance Scheme has officially announced that Nigeria will serve as the host nation for the 2026 First Zonal Meeting. The high-level gathering, scheduled for April 2026 in Lagos, aims to overhaul the operational efficiency of cross-border motor insurance within the West African sub-region.

Amidst preparations for the summit, the Bureau issued a vital reminder to the motoring public regarding the accessibility of the scheme.

“In Nigeria, the ECOWAS Brown Card is automatically included with motor insurance policies at no additional cost and can be obtained from licensed insurers,” the Bureau stated, reinforcing the Federal Government’s commitment to ensuring that regional integration remains affordable and accessible for all Nigerian motorists.

The upcoming meeting comes at a pivotal time for the sub-region as it grapples with technological disparities. Under the theme, ‘The Digital Divide: Managing Change in the Brown Card Operational Strategy for Effective Cross-Border Claims Settlement,’ delegates will focus on transitioning from traditional paper-based systems to integrated digital frameworks.

The primary objective is to ensure that victims of road traffic accidents involving foreign motorists receive prompt and equitable compensation, regardless of the member state in which the accident occurs.

“The Zonal Meeting constitutes a critical component of the Scheme’s regional governance and operational framework, providing a platform for engagement among National Bureaux, regulatory authorities, insurance operators, and other key stakeholders,” the announcement noted.

With thousands of vehicles crossing West African borders daily, the efficiency of claims management remains a top priority. The Lagos deliberations will specifically target the removal of bottlenecks that frequently delay payments to accident victims.

The Nigerian National Bureau highlighted the strategic goals of the four-day event, stating:

“Key areas of deliberation will include strengthening cross-border claims management frameworks; enhancing data integrity, transparency, and real-time processing; and addressing operational and technological disparities among member states.”

The ECOWAS Brown Card Scheme acts as a specialised motor insurance protocol that guarantees compensation for third-party victims. By providing a unified insurance certificate recognised across all member states, it facilitates the ‘safe and seamless cross-border movement’ envisioned by the ECOWAS treaty.

The Executive Secretary and Chief Executive Officer of the Nigerian National Bureau, Raphael Abiiba, emphasised Nigeria’s leadership role in the initiative: “The Nigerian National Bureau reaffirms its commitment to supporting initiatives that strengthen regional integration, enhance operational efficiency, and uphold the integrity of the ECOWAS Brown Card Scheme.”

The event is expected to draw a broad spectrum of industry leaders and regulatory authorities from across West Africa, marking a significant milestone in Nigeria’s 2026 diplomatic and economic calendar.
