HOC Capital Club, Cersei Partners Launch Global Citizenship Advocacy Body

As the world becomes increasingly interconnected, citizenship is evolving beyond nationality into a broader, more dynamic framework.

This initiative is built on the belief that globally minded individuals should have both access and agency—the ability not only to move across borders, but to influence policies, shape systems, and contribute meaningfully to global progress.

Moving beyond transactional notions of mobility, the platform convenes High-Net-worth individuals, entrepreneurs, policymakers, and forward-thinking leaders into a unified ecosystem.

Together, they will drive structured advocacy around key global issues, including mobility rights, taxation, cross-border investment, and equitable access to opportunities.

Membership in the HOC Capital Club is highly selective and designed to preserve the integrity and influence of the community. Core requirements include holding a verified second citizenship, maintaining a minimum net worth of $2 million, and meeting additional due diligence, credibility, and global engagement criteria.

This ensures that members are not only globally mobile but also positioned to contribute meaningfully to high-level discourse and cross-border initiatives.

At its core is a commitment to advocacy as a tool for impact. The community will serve as a coordinated voice engaging multilateral institutions, shaping inclusive policies, and advancing frameworks that support sustainable development, economic inclusion, and responsible global mobility.

In alignment with this vision, HOC Capital Club and Cersei Partners will cultivate partnerships with international development organisations, multilateral institutions, and global policy bodies. These efforts will focus on advancing policy dialogue aligned with sustainable development goals, supporting cross-border investment in emerging markets, promoting inclusive mobility frameworks, facilitating knowledge exchange, and bridging private capital with public-sector priorities.

The partnership will also enable high-level diplomatic engagement with embassies, consulates, and international institutions. Members will access curated forums, policy roundtables, and strategic dialogues designed to shape the future of global citizenship.

“This is more than a community; it is a movement toward a new global identity,” said a spokesperson for HOC Capital Club. “We are creating a platform where global citizens become active architects of the systems that define their lives across nations.”

Complementing this vision, HOC Capital Club’s flagship facility in Lagos—opening April 2026—will serve as a hub for influence and engagement. The 1,950-square-meter space will feature exclusive lounges, dining, bars, a swimming pool, a private cinema, a rooftop terrace, and an amphitheatre for international engagements, alongside access to a dedicated corporate private jet.

With Lagos as its launch base and a global vision from inception, this initiative redefines belonging in a borderless world—where global citizenship becomes both responsibility and opportunity, driven by advocacy, collaboration, and strategic partnerships.

HOC Capital Club is a global mobility and investment integrity advocacy platform dedicated to Ultra / High Networth individuals.

Cersei Partners is Africa’s leading citizenship by investment advisory firm, delivering end-to-end global mobility solutions.
