The Lagos State Ministry of Physical Planning and Urban Development said it has recorded significant progress in regulatory compliance, planning permit administration, and urban management over the past year.

Speaking at the 2026 Annual Ministerial Press Briefing held in Alausa, Commissioner for Physical Planning and Urban Development, Dr Druyinka Olumide, said the ministry achieved notable milestones under the “Making Lagos a 21st Century Economy” pillar of the THEMES Plus Agenda.

According to the commissioner, the ministry completed and advanced several critical physical development plans, including the Lagos Island Model City Plan, Ibeju-Lekki Model City Plan, and the revised Badagry Master Plan.

He added that the 79th Development Guide Plan was approved to guide development in excised villages and rapidly urbanising communities across the state.

Dr Olumide also disclosed that the Lagos Regional Strategic Masterplan 2052 roadmap was presented by Dar Al-Handassah to support long-term regional planning and sustainable urban growth.

“The Development Matters Department monitored 205 estates for compliance with approved layout plans and intensified enforcement against illegal developments,” he said.

He revealed that details of 176 estates operating without layout approvals were published in newspapers to alert residents and prospective buyers, while the ministry also facilitated Rights of Way for strategic infrastructure projects.

The commissioner stated that the Technical Services Department received 987 petitions within the review period and successfully resolved 399 cases through mediation and enforcement, representing a 47.76 per cent resolution rate.

He noted that the department also provided technical vetting for development proposals and supported inter-agency project reviews.

On planning permits, Dr Olumide said the Lagos State Physical Planning Permit Authority (LASPPPA) recorded 21,603 planning permit applications and granted 17,279 approvals between June 2025 and March 2026.

He explained that during the 60-day amnesty window between October and December 2025, the agency received 7,198 applications and approved 4,113 permits.

A major milestone during the period, according to the commissioner, was the launch of the Electronic Physical Planning Permit Processing System (e-PPPS) by Governor Babajide Sanwo-Olu to enable seamless online applications and improve transparency in permit processing.

Dr Olumide further stated that the Lagos State Informal Space Management Authority (LASISMA) sustained monitoring activities across setbacks, roadsides, and common areas within the state.

He said the agency developed action plans for key corridors, including AIT Powerline, Agric-Isawo, and the Opebi-Ojota Link Bridge axis.

According to him, LASISMA also introduced the Lagos Green Kiosk initiative and Hybrid Solar-Powered Air Compressor project aimed at reducing environmental pollution and improving urban aesthetics, while revenue generation from informal spaces also improved.

The commissioner disclosed that the Setbacks, Common Areas and Roadsides Administration and Monitoring Project (SCRAMP) identified over 3,700 hectares of informal spaces across 1,700 locations for documentation and optimal utilisation.

He added that consultants, Octragon Multi-Projects Limited, were engaged to handle the mapping exercise.

Dr Olumide assured residents that existing occupants of the identified spaces would not be displaced except where the government requires such areas for their designated public purposes.

He also announced that Governor Sanwo-Olu reconstituted the 14-member Lagos State Physical Planning and Building Control Appeals Committee on May 12, 2026, appointing Town Planner Funmi Osifuye as chairman.

According to him, the committee has executive authority to arbitrate disputes and review regulatory decisions within 28 days of appeal.

The commissioner reaffirmed the ministry’s commitment to leveraging technology, deepening stakeholder engagement, and consolidating reforms aimed at making Lagos a resilient, inclusive, and globally competitive smart city.
