The Nigerian Upstream Petroleum Regulatory Commission has commenced an investigation into a gas bubbling incident in Bille Community, Rivers State, amid concerns over safety, environmental impact, and public health.
Gas bubbling occurs when gas trapped beneath the earth’s surface escapes through soil or water, often forming visible bubbles and raising concerns about possible environmental and safety risks.
In a statement by the NUPRC Chief Executive, Oritsemeyiwa Eyesan, the commission expressed concern over the development and assured residents of efforts to address the situation.
It said, “The Nigerian Upstream Petroleum Regulatory Commission is deeply concerned about the gas bubbling incident in Bille Community, Rivers State, and wishes to assure the community and the public of its utmost commitment to coordinating industry efforts to address the situation.”
The regulator acknowledged the fears raised by the incident, noting its implications for residents. It empathised with the community and acknowledged the concerns that the “unsavoury development” has raised in relation to public safety, the environment, and the health of the populace.
The agency disclosed that it activated its investigation process immediately after receiving the report.
“Upon notification of the incident, the commission activated a coordinated technical investigation process in line with established regulatory protocols to assess the nature and extent of the gas seepage, identify source(s) and potential cause(s), and propose immediate and long-term mitigation measures,” it stated.
The commission added that the probe was being carried out with relevant stakeholders to ensure credible outcomes.
“The investigative study is being conducted in collaboration with stakeholders to ensure comprehensive, fact-based outcomes for long-term sustainability,” the statement read partly.
On preliminary findings, the commission said initial observations pointed to possible underground causes. “Preliminary deductions and field observations indicate that the gas bubbling may be associated with a subsurface phenomenon that could be linked to a variety of triggers.”
The agency noted that further technical studies were ongoing to determine the exact cause and solution. It said, “Detailed geotechnical and geological analyses are ongoing to determine the contributing factor(s) and possible remedies for prompt implementation.”
The commission reassured residents of its commitment to resolving the situation in line with regulatory standards. It also urged residents to remain calm and comply with safety directives.
The commission further expressed sympathy with the community as investigations continue. “The commission assures the Bille community of its resolve to ensure that necessary actions required to address the situation are taken in line with applicable regulations, industry standards, and global best practices.
“The commission commiserates with the Bille community as we work assiduously with all stakeholders to unravel the incident and enjoins members of the community to maintain the commendable level of responsibility whilst adhering to all safety measures and public health advisories issued by the relevant authorities,” the statement concluded.
