FCTA to boost IGR with new lottery office


The Federal Capital Territory Administration has inaugurated the FCT Lottery Regulatory Office as part of efforts to formalise and expand the gaming industry in the territory, with a focus on increasing internally generated revenue.

Speaking at a press briefing in Abuja recently, the Director-General of the newly established FCT Lottery Regulatory Office, Lanre Gbajabiamila,  announced that the office was ready to commence full regulatory oversight of all lottery and gaming operations within the FCT.

He called on operators to begin submitting applications for licensing.

The creation of the regulatory office follows a Supreme Court judgment in the case of AG Lagos & Ors vs AG Federation & Anor SC/1/2008, which affirmed the constitutional right of the FCT to regulate gaming and lottery activities within its jurisdiction.

Gbajabiamila said, “Our top priorities include collaboration with the Office of the FCT Minister and the FCT Internal Revenue Service to ensure proper oversight, fair practices, and prompt revenue remittance.”

He added that the FCT-LRO aims to build a regulatory environment based on clarity, stability, and international best practices, while unlocking the economic potential of the sector and boosting investor confidence.

He also clarified that all valid licenses previously issued by the defunct National Lottery Regulatory Commission remain effective until their expiry, and renewal fees would stay the same under the new regulatory framework.

Also speaking at the event, acting Executive Chairman of the FCT-IRS, Michael Ango, described the development as a strategic tool for economic growth. He noted that it aligns with the broader vision of the FCT Minister, Nyesom Wike, to transform Abuja into a world-class capital city.

“Abuja is fast becoming a major tourist and leisure destination. The gaming sector is a vital piece of that puzzle, with huge potential to attract investment, create jobs, and boost economic activity,” Ango said.

He added that the collaboration between the IRS and the FCT Lottery Regulatory Office would ensure efficient revenue generation and foster a responsible gaming environment.

The PUNCH reported that the Federal Capital Territory Administration has commenced regulation and oversight of the gaming industry within the FCT to put at ease existing operators domiciled in Abuja and prevent loss of revenue.
